What is a bleed

When the colour in a printed piece or sign goes completely to the edge of a piece it is said to bleed.  Often people think that a solid colour piece with white lettering is white ink printed on coloured paper. The reverse is actually the fact.
If you wish the piece to have a bleed, you would need to design so that the piece is printed on a larger sheet of paper and has crop marks and that the colour  extends outside of the crop marks.  Then when the piece is printed and trimmed to size, the colour is forced to ‘bleed’ off the page.
